For the start-up phase of NEO NL, we are looking for: Cost Engineer

Your assignment

The purpose of this assignment is to support the NEO cost engineering activities for the new nuclear power plants. You will join the broader finance and commercial team at NEO and take ownership of several key projects. As the team and its initiatives continue to grow, a degree of flexibility on your side will be essential. At the same time, there are certain areas where you’ll be expected to take ownership of the analysis and the preparation of key deliverables.

  • Create multidisciplinary cost estimates for one of the largest infrastructure projects in the Netherlands in various project phases
  • Coordinate and discuss estimating input with project team members and technical experts available in the organization to ensure the quality of the estimation
  • Perform cost reconciliations to previous estimates as project develops
  • Provide support for impact/optimizations calculations 
  • Selection of estimating/cost engineering’s tool, including setting up requirements and request to suppliers
  • Prepare and implementation of Cost Engineering’s Program tool and customize it to the needs of the NEO organization
  • Supporting the development of the NEO business plan and LCOE calculation
  • As the project develops, tasks and responsibilities may change over time
  • Set up and maintain price lists in corporation with contract manager and technical experts
  • Develop and advise on cost adjustments (e.g., indexation clauses) for large, long-term contracts, working closely with Contract Management, Legal, and Project Management teams
  • Supporting the preparation of the pricing sections of the Bid Invitation Specifications (BIS) 
  • Support contract negotiations where required
  • Perform complete analysis and validations of quotations form tenderers
  • Support Project Management in decision-making through high-quality cost documentation and timely communication

What We Are Looking For

  • Strong experience in cost engineering, preferably within nuclear, large infrastructure, energy, or industrial projects
  • Sees the bigger picture and translates cost engineering insights into long-term plans that support NEO’s goals.
  • Builds effective relationships with internal teams, government bodies, and external consultants.
  • Experience with tendering and contract commercial structures
  • Strong analytical mindset combined with clear communication skills
  • Ability to operate in multidisciplinary, international project teams
  • Proactive, structured, and solution-oriented working style

Your background and experience

  • Minimum Bachelor degree in Engineering e.g. Mechanical, Civil, Construction or Electrical
  • At least 5 years of Cost engineering`s experience within nuclear, large infrastructure, energy, or industrial projectspreferably within the Dutch market, but more senior experience is also much appreciated.
  • Preferable CCT and/or CCE certificate
  • Demonstrated expertise with Cost Engineering software (e.g.  Cleopatra, Rib iTwo, Aspen)
  • English and Dutch language fluency
