Project Manager

To meet its climate targets, the Netherlands has committed to delivering low-carbon electricity. Nuclear Energy Organisation Netherlands (NEO NL) contributes to this by building and operating two new nuclear power plants on behalf of the government. For NEO NL we are looking for: Project Manager (32-40 hours a week).

Your assignment

You are accountable for one of NEO NL's critical projects or programmes, such as Technology Selection, Site Prep or FEED. You define the project and you lead it: you manage a multi-disciplinary team and deliver the work safely, on time, within budget and to the exact standards of the PMO Project Management Playbook. You are embedded in the programme and report functionally to the Project Management Lead in the PMO.

In practice, that means:

• Project planning. You manage the production of project and workstream plans, ensuring all activities are identified, organised and resourced to deliver on project objectives.
• Leading delivery. You run the daily delivery of your project or workstream, actively unblocking issues and driving the critical path to ensure milestones are met.
• Managing change. You own your project's specific scope, schedule and cost baseline, and act as the primary sponsor for local Change Requests before they escalate to the central Change Control Board.
• Adhering to standards. You strictly enforce the PMO's standardised templates, stage-gate checklists and operational rhythms within your delivery team, without exceptions.
• Supporting project controls. You direct the daily priorities of the embedded Cost, Risk and Scheduling resources assigned to your workstream, ensuring their data accurately reflects reality on the ground.
• Managing risk. You actively manage and own the project RAID log (Risks, Assumptions, Issues, Dependencies), implementing rapid mitigation before issues impact the critical path.
• Reporting on progress. You deliver accurate and timely reports on project progress.

Your background and experience

• Educated to degree level in Engineering, Construction Management, Business or a related field.
• 10 years of hands-on project management experience delivering complex, high-value projects within infrastructure, energy or heavy engineering mega-projects.
• Formal and active Project Management certification: PMI PMP, APM PMQ or PRINCE2 Practitioner.
• Solid foundational knowledge of core Project Controls principles, including Earned Value Management (EVM), critical path analysis and probabilistic risk modelling.
• Proven experience operating successfully within a dual-reporting matrix organisation.

• Direct project management experience in the early lifecycle phases of a nuclear new-build project, for example vendor or technology selection.
• High integrity and strong safety leadership.
• A structured, pragmatic and implementation-focused approach.
• Authority combined with collaboration.
• Professional fluency in Dutch.
